APPOINTMENT OF MEMBERS TO THE INDEPENDENT ETHICS COMMITTEE (Voluntary Role)
Gwent Police and the Office of the Police and Crime Commissioner for Gwent are seeking independent voluntary members ( Volunteers) for the External Ethics Committee. We welcome applications from across Gwent and from people who can bring professional expertise, community insight, independence and constructive challenge. Membership should reflect the communities served and provide a broad balance of skills, experience and perspectives.
Scope
The Committee may consider ethical issues, dilemmas, themes and proposals referred by Gwent Police, the Office of the Police and Crime Commissioner, the Chair or another agreed governance forum. It is advisory only. It does not replace statutory decision-making, operational command, complaint handling, misconduct or grievance procedures, or judicial functions. It will not determine individual culpability, make findings on live investigations or direct operational activity, but may consider wider ethical principles and organisational learning where appropriate and lawful.
The Committee will typically meet quarterly, with additional meetings convened where necessary. Members must prepare for meetings, declare any actual, potential or perceived conflict of interest at the earliest opportunity, and handle information in accordance with confidentiality, data protection, security and legal requirements. The Committee will operate on the principle of transparency wherever possible, while protecting personal, operationally sensitive or legally privileged information
The Committee will report observations, advice and recommendations through Gwent Police’s ethics and governance framework. Formal outputs and thematic updates will be submitted to the Accountability and Assurance Board, with referral where necessary to the Chief Officer Team and the Office of the Police and Crime Commissioner. Actions, organisational responses and learning will be tracked through the relevant governance arrangements.
Eligibility and appointment
Appointments will be made through an open, fair and transparent process based on independence, credibility, merit and diversity of perspective. Applicants must be able to demonstrate that no employment, appointment, conviction or other interest would create an actual or perceived conflict that could compromise the Committee’s independence. Please note full vetting will be required.
Applicants should 2 x 500 words under Education/Experience and Knowledge/Skills based on the role profile. (please refer to the role profile)
Shortlisted applicants will be invited to an interview focused on independence, ethical reasoning, constructive challenge, community insight and the ability to contribute effectively to collective discussion
