This makes it an exciting time to join us. You will have the opportunity to contribute to a developing organisation, shape how we work and help deliver meaningful outcomes for our region.

About the role

As Strategic Regeneration Programme Lead, you will shape and deliver EMCCA’s regeneration agenda, translating regional ambitions into high-impact programmes across priority growth corridors and strategic sites. You will lead complex, high-value regeneration activity across work areas such as the Trent Arc, Canal Corridor, Supercluster and other major regional priorities.

You will work with local authorities, government departments, developers, investors, Homes England, East Midlands Freeport and other key partners, managing significant public and private sector relationships to deliver transformational regeneration outcomes. The role carries responsibility for programmes valued in the hundreds of millions of pounds and requires confident leadership in a dynamic commercial and political environment.

This is an exceptional opportunity to influence the future of the East Midlands, lead place-changing investment and regeneration projects, and play a key role in shaping sustainable economic growth across the region.

What you'll be doing

  • Lead major regeneration programmes and high-value projects across the East Midlands.
  • Manage complex public-private partnerships, including Joint Ventures and Special Purpose Vehicles.
  • Secure funding and investment through bids, feasibility studies, business case development and procurement activity.
  • Provide expert regeneration advice and guidance to the Mayor, senior leaders and key stakeholders.
  • Build and maintain strong relationships with local authorities, government agencies, investors, developers and delivery partners.
  • Oversee land, infrastructure and viability strategies, including master planning and programme phasing.
  • Establish effective governance, assurance and programme management arrangements.
  • Drive innovation in regeneration delivery and explore new delivery models to maximise impact.
  • Manage operational budgets and resources to deliver regeneration outcomes.
  • Embed regeneration priorities within corporate planning and wider place-based growth strategies.

What you'll bring

  • Significant experience leading large-scale regeneration programmes and delivering complex place-based projects.
  • Expertise in programme delivery, business case development and regeneration delivery models.
  • Extensive experience working across infrastructure, housing-led, commercial or mixed-use regeneration schemes.
  • Strong experience managing complex multi-agency partnerships and stakeholder relationships.
  • Experience operating successfully within politically sensitive environments.
  • Proven ability to manage significant budgets and deliver value for money.
  • Excellent analytical, negotiation and influencing skills, with the ability to secure buy-in from a wide range of stakeholders.
  • Experience of delivery vehicles such as Joint Ventures and Special Purpose Vehicles.
  • Degree-level qualification (or equivalent experience) relevant to regeneration, development, infrastructure or partnership delivery.
  • Evidence of continued professional development.
  • Membership of RICS, CIH or a similar professional body would be advantageous.
  • Experience in land assembly, compulsory purchase and place narrative development would be beneficial.
  • Experience securing grant funding would be highly desirable.
