SCOPE

  • To actively promote the best Health and Safety practices from conception to completion of all projects.
  • To undertake all responsibilities in line with company policies and QMS procedures. This includes adhering to Project Review Management, Risk and Opportunity Management and Project Close out.
  • To act in the best commercial and financial interests of the business in delivering set projects and services to time and quality, adding best value to the overall business whilst recognising Corporate and Social Responsibilities. Promote HS&E standards and culture throughout the business and projects.

Pre Contract

  • Set tender and procurement strategies.
  • Produce preliminaries estimate and assess staffing levels for projects
  • Have an objective view on programme period and critical path activities.
  • To understand and develop the procurements process in generating full sub contract orders that are best market value, clearly and concisely details the works to be carried out, have been reviewed the works with pre-order meeting minutes generated and included with the delivery team, have all relevant documentation and requirements identified and again protect EWC position for financial security and avoiding grey areas.

Post Contract

  • Set a commercial strategy that gives challenging and obtainable financial targets to achieve growth of project margin.
  • Articulate how these targets have been assessed and how they can be achieved.
  • Set strategy for overcoming issues and implement.
  • Understand the impact of variations on critical path.
  • Assess EOT entitlement for East West Connect and assess objectively Sub‐Contractor EOT entitlement.
  • Ensure that the obligations and responsibilities of the Project and other stakeholders are properly fulfilled
  • Monitor and manage the scope, notices, terms and conditions of the Contract
  • Monitor and manage the contract procedures, payments, variations together with contract entitlements

  • To manage the Variation process on all designated projects in a manner that ensures the true worth not just costs incurred of all variation are established, verified, justified in a clear, well broken down and auditable fashion. Whilst not compromising the trust of the clients and professional team and ethics of the company.
  • Providing all aforementioned variations in a manner that provides a complete story of the works from why it is a variation against the contract and specification with references, to a full and comprehensive description of the works, full breakdown of all elements of the works related back to either the QSOR or industry norms, full back up of this to include drawings, sketches, pictures mark ups and quotes in a coherent manner
  • To engage and liaise with the accounts team and ensure they are kept up to date on project specifics, client’s details, payments dates, pro-forma works etc.
  • To assist the pre-construction director with the estimation process and help to implement the use of the estimation computer package, the building of a library of usable pre construction information that can be used in future tenders. This is to include key documents like Value engineering suggestions and costings driven by the market trends and technology.
  • Assist in the preparation of tender settlement documents.
  • Liaison with EWC staff (as appropriate) in connection with project costing, trends, most efficient manors of procurement and estimating and general promotion of good cost control

KNOWLEDGE

  • Good knowledge of mechanical, electrical general building, fitting out, estimating and pre construction management, a strong knowledge and understanding of commercial management, contract and construction management and quantity surveying and standard measurement.
  • Qualified in quantity surveying, standard measurement, take offs, estimation process, margins, overhead and profit to be afforded.
    • City & Guilds 236 Electrical Installation Part 1 and 2 or NVQ equivalent;

Essential

  • City & Guilds Inspection and Testing 2391 Initial Verification and Periodic Inspection (or be willing to complete within 6 months of appointment); and
  • BS7671: 18th Edition.
  • An up to date understanding of the Electricity at Work Regulations, current edition of BS 7671, and the Codes of Practice and guidance documents relevant to the scope of electrical work undertaken.
  • Understand the inspection, testing, verification, certification, and reporting procedures for the scope of electrical works undertaken.
  • Hold a current ECS Card.

Desirable

A track record showing detailed understanding of electrical installations and maintenance of domestic and commercial systems including conducting periodic Electrical Test and Inspection (EICR).

  • Experienced in the mentoring and training of electrical engineers.
  • An up to date understanding of regulatory requirements in the electrical and construction industry.
  • Detailed understanding of the requirements of The Electricity at Work Regulations and associated standards including but not limited to: BS 7161, ISO 9001, 14001 and 45001.
  • Awareness of how-to deliver effective training to a range of audiences.

Skills

  • Analytical quantity surveying and estimating, supply chain management and procurement, financial risk management and assessment of tenders and adherence to EWC banking convenience.
  • IT including spread-sheet software, presentation software, programming software and general software to allow all documents to be professionally created and presented.
  • Presentation and communication, in particular able in the use of the English language for verbal and written communication.
  • A developed ability to assess site conditions, site works and measures from a physical inspection.
  • Ability to prepare quantities and familiar with the standard methods of measurement.
  • An ability to read and understand tender documents especially specifications, drawings and Terms & Conditions.
  • To be able to read and understand quotations, resolving any conditions or qualifications contained therein. To be able to read and understand tender/ Quotation documentation (correspondence, drawings, specifications, etc.) either in a paper or electronic version, including action as required.
  • Able to plan and organise the work necessary to provide the cost estimate, cost variations, CRF and project financial accounts in line by the due.
  • To document, in a neat and meticulous manner, tender costs and project accounts, outputs and associated information arising from the preparation of the tender and financial accounts
  • Ability to establish good relationships with internal and external team members.
  • Good levels of verbal and written communication skills.
  • A track record of building effective teams, forming positive and motivational relationships.
  • Research and reporting skills, able to review information and present it in an accessible way.
  • Ability to maintain accurate records and use a range of digital packages to communicate strategic and operational information.
  • Excellent planning and organisational skills.

DUTIES

  • This is an overview of requirements for the company a specific activity schedule is attached at the end of the document.
  • Implement and comply EWC policies and procedures including business management systems, HR, IT, health and safety, environmental, communications and branding.
  • To implement and where lacking develop and comply with EWC policies and procedures including quality, health and safety and environmental, supply chain management, financial reporting process (CRF and project account management).
  • To comply and implement procedures covering Financial Control, Quantity Surveying, Estimating, Procurement, Tender Preparation, Tender Review, Estimate Handover, Project Financial Start-up Review, Project Financial Review and Control and Project Completion Review.
  • To ensure best prime cost are achieved on all tenders and continued throughout the project implementation.
  • To build and nurture a relationship with the clients financial team.
  • To review all proposed contracts and ensure that any onerous and any non-standard clauses are identified and understood by all elements of the project delivery team.
  • Checking, maintaining and control the Client's enquiry documents, instructions, variation logs, full project account and maintaining the CRF for month inspection fully updated with costs and potential liabilities.
  • Preparing subcontract and materials enquiries and review of the subsequent quotations through to placement of comprehensive orders.
  • Preparing an accurate cost estimate and actual accounts for the projects in an elemental and analytical format for the resources required to carry out the works in accordance with the agreed programme and engineering requirements.
  • Generate client valuation and review with site team and management before issues in a timely manner, including establishing materials on site, maximising position linked to any subcontract applications and variations.
  • Preparing and presenting the commercial aspects of the project, upstream and down to your managers before submission to the internal account or submission to the Client.

Meetings

  • To organise and chair 2 weekly financial project review meetings with the team.
  • To organise and present monthly CRF meeting to present the CRF to your managers.
  • To client progress and financial meetings as required and record via minutes/ File notes.
  • To attend handover meetings for all tenders turning to live project that will be under your control.
  • To attend post contract review meetings.
  • To attend company staff meetings.
