Royal United Hospitals Bath NHS Foundation Trust is seeking an experienced and motivated
BSW Local EPR Programme Manager to lead the local delivery of a major shared Electronic Patient Record (EPR) programme. This is a pivotal senior role within our digital transformation agenda, offering a unique opportunity to make a tangible impact on patient care, staff experience, and the long‑term sustainability of our services. We are looking for a confident programme leader with significant experience managing complex programmes or projects—ideally within digital, IT, or transformation environments—supported by a recognised project or programme management qualification (such as PRINCE2, MSP, P3O or APM, or equivalent experience). You will bring strong leadership, communication and stakeholder‑management skills, with a proven ability to influence at senior levels, alongside experience of managing risk, issues, finances and benefits at scale. A passion for digital innovation and an understanding of how EPRs support integrated, patient‑centred care are essential. Experience within the NHS or healthcare, and knowledge of integrated care systems and the NHS Long Term Plan, would be an advantage.
Main duties of the job
As The BSW Local EPR Programme Manager, You Will
- Lead and coordinate the local delivery of the BSW Shared EPR Programme at RUH Bath, managing a portfolio of complex digital and IT projects
- Act as the senior local advisor on the EPR programme, working closely with the shared central EPR Programme team
- Provide strong programme leadership, ensuring delivery against agreed timescales, budgets, quality standards, and benefits realisation
- Act as a key liaison between clinical and operational stakeholders, IT teams, external suppliers, and system partners
- Represent RUH Bath at senior‑level programme and project meetings, providing clear, evidence‑based updates and recommendations

Detailed Job Description And Main Responsibilities
Project and Programme Management
- Act as a local Programme Manager for AHA shared EPR programme comprising of a multiple related IT projects directed toward strategic business and other organisational objectives across the whole of the Trust’s activities
- Provide regular progress reports, including dealing with complex analysis and data, and identifying any issues requiring resolution
- Ensures conflicts between programme and project requirements are escalated to the central core team and resolved based on organisational and programme priorities and capacity
- Aligned with the Central core EPR programme team and be responsible for local programme quality and embed quality processes from the outset and put in place the operational working practices of the programme team. Work closely with the programme Quality Assurance as necessary.
- Ensure timely and consistent communication to stakeholders on progress, impacts, and changes associated with management of the programme/project
- Participate in programme and project reviews to reflect senior level support, leadership, and involvement.
- Be the owner and manager of local Risks and Issues Logs and ensure relevant risks and issues are escalated centrally where necessary. Aligned with the central Programme process embed a risk management process into the local programme from the outset. Identify issues and initiate corrective action as necessary and thus manage the risks to the programme’s successful outcome
- Represent the relevant Trust at senior level project-related meetings, providing written and verbal commentary updates which can by highly complex of relevant projects and programmes
- Ensure where contract changes are developed for new or integrated systems being implemented that they comply with the current NHS standards, providing input and direction to their completion.
- Provide management oversight of local project budgets, including monthly reporting where appropriate and liaising with finance colleagues to facilitate accurate financial reporting
- Provide management oversight of local project benefits and ensure benefits realisation is undertaken and handed over and liaise with the EPR Benefits and Change Lead to achieve this
- Ensure that the agreed central standards are applied appropriately locally to ensure efficient management of progress, and that appropriate governance arrangements exist for all elements of the projects in the team’s portfolio
- Support in the recruitment of additional staff needed to deliver project-related activity, providing support to others as necessary, including liaising with EPR HR lead and where applicable agencies.
- Be responsible for delivering against the overall design and plan of the specified programme at the local level providing IT project management expertise within the team
- Carry out other duties as may be required by the AHA EPR Programme Manager, EPR Programme Director and/or CDIO.
- To support and co-ordinate the local workstream leads to ensure project deliverables and timeframes are met
Business Needs Analysis
- Ensure that an analysis of services occurs dealing with complex data and information and review the requirements of the users
- Liaise with Divisional managers and any other relevant stakeholders to identify priorities of projects and negotiate and agree timescales and other constraints for individual elements of the projects
- Support the central and Local Benefits and Transformation leads in reviewing the business processes carried out by the Divisions and Departments within the Trust with the objective of identifying business needs
- Provide support for change management team as the Trust’s use of the New EPR evolves
Personal Development
- Meet objectives as agreed with the AHA EPR Programme Manager, EPR Programme Director and/or CDIO.
- Sustain a programme of development by optimising personal involvement in projects undertaken
- Develop an innovative approach to problem solving whilst ensuring a cohesive attitude to departmental and individual responsibilities
- Abide by the Trust Health and Safety Policies and Regulations, Computer Misuse Acts and Data Protection Acts maintaining a secure and safe environment
- Actively participate in Directorate initiatives related to the EPR Programme
Budget Responsibilities
- The postholder has responsibility for the budget relating to the local elements of the AHA shared EPR projects monitoring against these budgets
- All staff will support their managers to make efficient and effective use of resources. All staff are responsible for identifying any actual or potential deviations from budgets and work with the budget holder or manager to find effective ways of handling it
- All staff must ensure they use resources in a manner consistent with organisational objectives and policies. Ensure resources are realistic, justified and of clear benefit to the organisation
Responsibilities For People Or Training
- The postholder will have direct responsibilities for the management of people and training where related to delivery of projects
Other Factors
- The postholder will be expected to be largely desk-based and work within a busy office environment
- Some attendance at other Trust, NHS or third party sites may be required
- The postholder will be a regular VDU user and may be required to carry a laptop
