As the authority for the Royal Navy’s nuclear submarine capability, the Submarine Directorate oversees one of the most complex and critical elements of UK defence. Covering everything from in‑service management to long‑term fleet modernisation, the directorate ensures the Submarine Flotilla remains safe, reliable, and ready to meet national security requirements.

You'll be based at HMNB Devonport, the largest naval base in Western Europe and a powerhouse of Royal Navy capability. It is home to amphibious ships, survey squadrons, submarines, and two-thirds of the frigate force. With its unique nuclear refitting facility, Devonport ensures the Fleet remains ready to support operations worldwide.

Health and Safety Officer to join a high-performing team at HMNB Devonport. This is an exciting opportunity to play a key role in improving safety performance across a complex operational environment, influencing behaviours, and ensuring lessons are embedded to protect people, assets, and operations.

Key Responsibilities

  • Lead and support accident, incident, and near-miss investigations to identify root causes and ensure lessons learned are effectively shared across the organisation.
  • Assist in promoting positive safety behaviours across site, supporting the development of a strong and visible safety culture.
  • Provide hands-on support to staff throughout the incident reporting process, ensuring high-quality investigations and effective implementation of recommendations.
  • Maintain and oversee the MySafety reporting system, ensuring accurate recording, monitoring, and reporting of incidents on behalf of Navy Command.
  • Conduct inspections and active monitoring in line with the Health & Safety Assurance programme, identifying risks and driving continuous improvement.
  • Analyse safety data and trends, producing reports and insights to inform decision-making, while supporting safety communications, campaigns, and stakeholder engagement.
  • Coordinate key meetings and ensure accurate documentation of decisions and actions.

Person specification

  • Technical Membership of the Institution of Occupational Safety and Health (IOSH) (or equivalent) or working towards.
  • Demonstrable experience operating as a Health and Safety Officer or similar field
  • Excellent communication and stakeholder engagement skills, with a proactive and collaborative approach.
  • Competent user of Microsoft Office applications (Word, Excel, PowerPoint, Outlook).

You’ll have access to a variety of qualifications pathways ranging from GCSE/A-Level equivalent all the way up to master’s degree, depending on your role, your previous skills and your experience. Where business needs allow, some roles may be suitable for a combination of office and working from home as part of a non-contractual hybrid working arrangement. All office-based employees will be expected to spend a minimum of 60% of their working time in office, subject to site capacity and any required workplace adjustments. Requirements to attend other locations for official business, or work in another MOD workplace, will also count towards this level of office attendance.
