About the role

Scheme Project Managers deliver a wide range of projects across Network Rail's infrastructure portfolio, from minor renewals through to complex programmes. They are accountable for the safe and effective delivery of multiple projects, working within integrated teams to coordinate disciplines and achieve shared outcomes.

In this role, you will build strong relationships across the supply chain, enabling delivery to meet time, cost, quality, and performance targets, while driving efficiencies and embedding continuous improvement and right-first-time delivery.

The position sits within the Signalling, Power and Communications (SP&C) team, delivering medium-sized, multi-disciplinary projects (£3m-£15m).

Key Accountabilities

  • Accountable for the safe and environmentally responsible delivery of complex projects to time, cost, and quality, in line with the PACE framework, Network Rail standards, and relevant legislation (including HMRI guidance where applicable).
  • Support the Project Manager in the safe and effective delivery of project requirements across the full project lifecycle.
  • Work with the Project Manager, Sponsor, and Senior Asset Manager to define, maintain, and manage changes to project requirements.
  • Coordinate multi-disciplinary teams (including commercial, programme controls, and engineering) and supply chain partners to develop solutions and deliver agreed outcomes.
  • Monitor and control project performance against programme, cost, and risk baselines, ensuring accurate reporting and timely intervention where required.
  • Identify, assess, and manage project risks and opportunities, implementing effective mitigation strategies and ensuring timely escalation and closeout of issues.
  • Ensure compliance with PACE governance, maintaining robust project documentation and supporting stage gate approvals and assurance activities.
  • Manage stakeholders effectively, considering their level of influence and interests to support successful project delivery.
  • Ensure compliance with health, safety, environmental, and regulatory requirements, including CDM and CSM obligations.
  • Provide assurance on quality and compliance through site engagement and review of delivery outputs and technical documentation.
  • Promote continuous improvement by capturing lessons learned, identifying efficiencies, and supporting right-first-time delivery.
  • Support the effective management of change, ensuring scope changes are appropriately controlled, assessed, and documented in line with Network Rail processes.

Salary: £43,588 - £51,719

Your experience and skills

Essential

  • Educated to degree level in a relevant discipline or equivalent experience
  • Membership (or working towards membership) of the Association for Project Management
  • Achieved PRINCE2 Foundation or equivalent
  • Good stakeholder engagement and communication skills
  • Successful relevant experience including experience of contracting and project delivery
  • Knowledge and experience of project budget management
  • Good evaluation and decision-making skills
  • Project safety management and Health and Safety legislation knowledge
  • Knowledge safety cases in support of projects

Desirable

  • Experience in the Rail Industry Sector (including application of GRIP, and Construction Design Management (CDM) on simple projects)
  • Knowledge of Network Rail's Project, Investment, Commercial and Procurement practices
  • Experience in risk identification, assessment and mitigation
  • Flexible and pro-active approach
  • You will be a team player with willingness to learn, challenge and get involved
  • Knowledge of Network Rail's assets and how they are managed
