Rotherham Council’s Housing Property Services (HPS) has an opportunity for a Repairs Senior Technical Officer to join our team.

This is an exciting opportunity to join the Council’s Housing Property Service, supporting repairs, planned maintenance, statutory compliance and specialist damp and mould activity across approximately 20,000 Council homes. You will help deliver a modern, efficient and customer‑focused service, working closely with frontline teams, senior management and contract partners.

You will act as the Council’s key liaison for damp and mould in line with Awaab’s Law, taking responsibility for the day‑to‑day operational management of cases. This includes overseeing technical inspections, ensuring accurate diagnosis and progressing cases in line with the Council’s zero‑tolerance approach. You will provide specialist expertise in building pathology, including condensation, ventilation, structural defects, water ingress and thermal performance issues, escalating complex cases where required.

You will manage both Technical Officers and Technical Support Officers, ensuring effective workflow allocation, high‑quality inspections, strong performance monitoring and accurate case documentation. As the service’s technical lead and primary escalation point, you will maintain consistent technical standards and robust case management across all damp and mould activity.

The role supports compliance with statutory and regulatory requirements, including HHSRS, the Regulator of Social Housing Consumer Standards and Awaab’s Law, ensuring all inspections, reports and recommendations meet required standards.

You will work under the direction of the Damp Mould and Disrepair Manager, contributing to service improvements, technical assurance and high‑quality service delivery.

The successful candidate will have

  • Strong technical knowledge of building pathology and housing repairs, including damp, mould and disrepair.
  • Experience of managing or leading technical teams within a housing, repairs or property maintenance environment.
  • A sound understanding of statutory and regulatory requirements, including HHSRS and damp and mould legislation.
  • Experience of analysing and interpreting technical information, inspection reports and case data.
  • Effective verbal and written communication skills, including the ability to produce clear, accurate reports.
  • Strong organisational skills, with the ability to manage competing priorities in a fast‑paced environment.
  • A commitment to continuous professional development and service improvement.
