Working Model: 2 Days On-Site Per Week (1pm Finish on Fridays)
Overview
We are supporting the appointment of a Procurement Lead to join a well-regarded, customer-focused organisation operating within a regulated environment.
This is a key role within the Commercial function, responsible for leading procurement activity across a diverse contract portfolio. You will ensure all sourcing projects deliver value for money, meet governance requirements, and align with best practice.
The role requires a highly collaborative individual who can influence stakeholders, maintain strong compliance standards, and contribute to a culture of continuous improvement. A strong focus on transparency, data insight, and customer (tenant) outcomes is central to this position.
Responsibilities
- Lead end-to-end procurement projects in line with Procurement Strategy and corporate procedures
- Manage the full tendering lifecycle via an eTendering system, including issue, receipt and evaluation of bids against financial and qualitative criteria
- Develop and maintain strong stakeholder relationships, ensuring commercial decisions align with governance regulations and best practice
- Act as a key interface between operational teams and the Commercial function to ensure timely and effective delivery
- Prepare, review and quality assure tender documentation using standard templates
- Support colleagues by providing guidance on procurement processes, tendering and contract requirements
- Ensure compliance with the Procurement Act 2023 and internal governance frameworks
- Strengthen data collection and analysis to improve corporate spend insight and reporting
- Contribute to high-quality reporting, including Executive and Board-level papers
- Embed robust contract management principles, including clear terms, KPIs and performance measures
- Promote transparency and consistency across all procurement activity
- Ensure customer and tenant engagement is considered within procurement decisions where appropriate
- Identify and drive continuous improvement opportunities across processes, systems and data
- Ensure social value is embedded within procurement activity and contract delivery
Requirements
- Proven, recent experience in a procurement or commercial role within a public sector or regulated environment
- Strong stakeholder engagement skills, with the ability to collaborate across a wide range of internal and external partners
- High attention to detail, particularly within compliance-driven environments
- Strong knowledge of drafting and reviewing contract terms
- Proficiency in financial evaluation models and commercial assessment methodologies
- Understanding of risk management principles and their application in procurement
- Strong reporting and analytical capability, including advanced use of spreadsheets and presentation of data
- Ability to draft Executive-level reports with minimal oversight
- Experience using eTendering systems and document management platforms (e.g. SharePoint)
- CIPS Level 5 qualification (or equivalent experience)
