About The Role (External)
At GBRX, we drive rail transformation by turning innovation into delivery. As the Senior Technology Portfolio Manager, you will lead the delivery of a high-impact innovation portfolio tackling the UK rail industry’s most complex and systemic challenges. We are particularly interested in hearing from candidates with experience working in areas such as data technology, AI, quantum or other emerging technologies.
This role is a critical leadership post that blends strategic oversight with hands-on delivery management to realise measurable outcomes in infrastructure, operations, technology, and data.
You will work at the forefront of cross-sector collaboration, building delivery momentum across multi-disciplinary workstreams, aligning stakeholders, and ensuring the successful execution of pioneering pilots, systems, and operational change. This is a role for someone who thrives in ambiguity, brings structure to complexity, and can deliver innovation at pace.

Key Accountabilities
- Own and lead the delivery of a strategic GBRX innovation portfolio, translating high-level objectives into coordinated, high-performing delivery activity.
- Shape delivery plans and manage integrated workstreams across emerging technologies, systems integration, data, and operations.
- Build and lead cross-functional teams and partnerships, fostering a high-performing, collaborative, and agile culture.
- Develop and grow the innovation portfolio through partnerships and ideation, aligned with GBRX’s long-term objectives.
- Oversee portfolio budgets, resources, and supplier performance to ensure value for money and impact.
- Drive delivery assurance and maintain strong governance, risk management, and evidence-based decision-making.
- Lead senior engagement across government, industry, and academia, aligning stakeholders and championing portfolio impact.
- Contribute to business cases, investment plans, and organisational learning to support continuous improvement.
- A proven track record of leading large, complex, multi-disciplinary portfolios or programmes with accountability for budgets, planning, and delivery.
- Experience managing high-performing delivery teams and external partnerships across infrastructure, innovation, or technology sectors.
- Strong financial planning and resource management experience, with the ability to deliver value under pressure.
- Outstanding communication and stakeholder engagement skills, with the ability to influence senior figures across sectors.
- Structured, analytical approach to documentation, governance, and delivery oversight.
- Educated to degree level, or able to demonstrate equivalent professional experience.
- Chartered or professional membership in a relevant field (e.g. engineering, innovation, technology).
- Familiarity with digital delivery methodologies or portfolio/programme frameworks (e.g. MSP, P3O).
- Experience of innovation-led or system-wide transformation in regulated or cross-sector environments.
- Knowledge of the UK rail sector or similar infrastructure-based industries.
