About The Role

Reporting to the Risk Manager, the post holder is accountable for overseeing both strategic and day-to-day management of Emergency Management & Business Resilience, delivering effective risk management and preparedness expertise across operating assets and business support functions to safeguard business interests.

The post holder will be subject matter expert for Emergency Management, Oil Spill Response and Physical Security in line with legislative requirements, INEOS Group Requirements and Industry Good Practice.

What does the day to day look like?

  • Develop and maintaining FPS Management system content for Emergency Management and Physical Security to ensure delivery of high quality technical direction and guidance;
  • Lead on the development and testing of Emergency Management exercises including to drive excellence in our response and security systems;
  • Manage and oversee a range of emergency response contracts, including inter-company Service Level Agreements (SLA) and 3rd party consultants, ensuring deliverables are appropriately scoped and delivered;
  • Provide input into updates of key license to operate documentation such as COMAH Reports, Offshore Safety Case and Oil Pollution Emergency Plans (OPEP) to ensure that adequate mitigation plans are in place to ensure regulatory compliance.
  • Ensure systems and incident response related infrastructure is available and fit for purpose;
  • Establish and maintain open and clear communication protocols with regulators and authorities, such as, Scotland Police, Maritime and Coastguard Agency, Local Council Resilience Partnerships, Centre for the Protection of National Infrastructure (CPNI) to ensure resilience in Tier 3 response to incidents;
  • Participate within industry bodies, collaborating with other INEOS businesses, industry and regulatory bodies to share learnings and good practice;
  • Undertake assurance activities to verify critical Emergency Response and Security barriers are effective. Ensures an effective lesson learned process is in place to capture improvements identified during exercises and actual responses.

SPECIAL FEATURES

  • Part of the FPS Incident Management Team (formal rota)
  • Requires periodic travel to sites as required including Aberdeen and offshore;
  • Security Focal Point for FPS sites, including Deputy Security Officer for RLPG.

what do I need?

Minimum Qualifications:

  • Degree qualified or equivalent.

Minimum Experience:

  • Significant experience in implementing Crisis Management and Business continuity programs;
  • Significant experience testing and exercising of incident management teams;
  • Proven track record of implementing high quality emergency management, business continuity and security arrangements within a high-hazard environment.

Job-Specific Skills:

  • Incident Command System (ICS) 100, 200, 300 accreditation (preferable);
  • Skilled at facilitation and relationship management;
  • Strong leadership skills, able to influence across functions and services;
  • High level of communication skills, dealing with all levels in the organisation.

Job Knowledge Skills:

  • Good knowledge of offshore and onshore facility oil spill response requirements;
  • Good knowledge of UK regulatory requirements with respect to emergency preparedness and security;
  • Familiar with standards and guidelines related to the emergency/crisis management and business continuity;
  • Strong understanding of risk and barrier management with respect to emergency preparedness and security.
