Department Overview

We are seeking an accomplished and strategic Senior Operations Manager to lead and oversee the delivery of all Telecoms Fibre Build operations across Wales and Southern England. This role is pivotal in ensuring the successful execution of regional build programmes, with a strong emphasis on operational excellence, stakeholder engagement, and commercial performance.

JOB OBJECTIVE

To provide strategic leadership and operational oversight for fibre build projects, ensuring the achievement of key performance indicators (KPIs), commercial targets, and stakeholder satisfaction throughout the project lifecycle.

Key Responsibilities

  • Lead the end-to-end delivery of fibre build programmes within a defined geographic region, ensuring alignment with operational and commercial objectives.
  • Manage and support multiple Project Managers across FTTP PON build activities, including survey, build, and handover phases.
  • Drive performance to exceed quarterly and annual THP delivery targets.
  • Ensure optimal resource planning and deployment across office and field teams, including subcontractor engagement.
  • Foster and maintain strong, professional relationships with internal teams and external partners.
  • Provide accurate forecasting and reporting on progress, resource allocation, and delivery milestones.
  • Oversee the implementation of customer-provided fibre network designs, ensuring compliance with technical specifications and early identification of delivery risks.
  • Collaborate with delivery teams to proactively resolve design and construction challenges.
  • Partner with commercial teams to ensure accurate and timely invoicing and subcontractor onboarding.
  • Ensure compliance with Highways Authority (HA) requirements for all civils activities.
  • Conduct regular audits to uphold quality standards and staff performance.
  • Ensure Construction Design and Management (CDM) compliance where applicable and manage the resolution of incomplete works prior to client sign-off.
  • Promote cross-functional collaboration and effective communication across departments.
  • Deliver timely and comprehensive reporting to Directors, highlighting project progress, risks, and mitigation strategies.
  • Uphold service quality and ensure contractual KPIs and Service Level Agreements (SLA) are consistently met.


PERSON SPECIFICATION

To be successful in this role the Senior Operations Manager will demonstrate a blend of technical expertise, strategic leadership, and operational excellence. The ideal candidate will be a resilient and forward-thinking professional capable of navigating complex challenges and driving high-performance outcomes.

Experience

Essential:

  • Demonstrated knowledge of Openreach networks.
  • Familiarity with civil engineering and underground (UG) infrastructure practices.
  • Understanding of poling and overhead (OH) network operations.
  • Experience in a senior leadership or operational management role.
  • Proficiency in IT systems, particularly Microsoft Excel and Power BI.
  • Full UK driving licence held continuously for at least 12 months, with no more than 6 penalty points.


Desirable:

  • Additional experience in telecoms infrastructure or fibre deployment environments.

Qualifications And Education Requirements

Essential:

  • Be educated to a G.C.S.E level B+ in Mathematics & English (or equivalent).


Desirable:

  • Hold a degree in Business Management or similar.
