Responsibilities Of All Employees Under COMAH
- To understand the MAPP – Major Accident Prevention Policy / Plan and Safety and Environment Management Systems.
- To comply with company Health, Safety and Environmental policies, procedures and arrangements.
- Where applicable, to inspect before use, and use correctly, the plant equipment, machinery and personal protective equipment provided, and take corrective action within your competency level and report to line management any defects identified.
- To report all Health, Safety and Environmental accidents, incidents and near misses promptly.
- To act in a safe and responsible manner at all times.
- Not to use any new equipment, or carry out any modification or change of process or system of work, without first ensuring that adequate assessment and authorisation has been carried out through the Management of Change procedure.
- Where appropriate, to only undertake work for which you have been appropriately trained.
- In the event of an abnormal situation or emergency, to carry out the necessary actions to ensure your own safety and that of others, in accordance with the site Emergency Procedures, and to be available to be part of the Emergency Response Team in line with your training, specialist skills and Departmental expertise.
- To ensure that employees, including permanent, temporary or fixed contract workers under your control, understand and comply with the MAPP.
- To ensure that others, such as visitors or contractors to your Department, comply with the Policy and its associated procedures.
- To ensure that the MAPP and appropriate company standards are understood and are implemented.
- To ensure that all safety and environmental protection equipment is adequate and maintained in sound working order.
- To carry out and regularly review risk assessments of all work activities and to ensure adequate control measures are in place to prevent Major Accidents.
- To ensure that all employees receive adequate training and instruction appropriate to their work.
- To fully investigate accidents, near misses and incidents, identify root causes and act promptly on findings to prevent a recurrence.
- To ensure that all new equipment, modifications or changes to systems of work are adequately assessed and approved before implementation.
- To ensure that Health, Safety and Environmental procedures under your ownership are effectively implemented, monitored and reviewed
- In accordance with the site Emergency Procedures, to perform the role of Incident Officer in the event of a Major Emergency or, to be available to carry out the responsibilities of the Site Incident Controller if deemed competent to do so.
- To actively monitor the workplace for compliance with the Health, Safety and Environment programme and report findings to the appropriate Manager.
- Responsible for ensuring that employees, contractors and others are aware of the site’s major accident hazards and are competent in the systems for controlling them, which includes ensuring that all personnel are aware of, and comply with, their individual and company responsibilities for the safety of themselves, their colleagues, the public and the Environment
- Responsible for implementation, directing, inspecting and auditing the safety management system and for bringing any shortfalls in the system to the attention of senior management. Responsible for keeping up to date with current legislation, industry best practices and corporate standards.
- Manage all Environmental, Safety and Health duties surrounding the safe and environmentally compliant operation of the facility.
- Model and promote an organisational culture that fosters safety through effective leadership.
- Responsible for the (MAPP) Major Accident Prevention Policy and the Safety and Environment Management Systems under COMAH, duties in this regard include, although not limited to;
- Management of the Safety Report
- Intelligent Customer for Predictive Assessment activities
- Proactive management of work plans to comply with HSE Operational Delivery Guides in Leadership, Mechanical Integrity, Human Factors, Secondary/Tertiary Containment, PSLG delivery guides & Off Site Emergency Planning
- Management of the COMAH Improvement Plan
- Management of Change Lead
- To assess and plan the required activities to comply with the SRAM for all elements of the Safety Report
- Coordinate the site competence management system as it pertains to the management of major accident hazards, including critical task analysis.
- Develop, implement, and manage safety programs (LO/TO, Hazard Communication, Hazard Waste Management, Emergency Response, Fall Protection, Respiratory Protection, Hearing Conservation, etc.) to ensure compliance with applicable health and safety standards.
- To ensure that foreseeable emergencies have been identified and suitable prevention and mitigation arrangements are in place, including proportionate emergency response procedures.
- Process Safety: to lead / co-ordinate process hazard assessments (PHA), including HAZID, HAZOP, LOPA, and the development of ALARP demonstrations, as required under COMAH
- To be the site lead in liaising with the enforcing authorities on EHS matters concerning the Management of Major Accident Hazards. (e.g. HSE and the EA)
- To regularly inspect, audit and monitor the workplace to evaluate compliance with the Health, Safety and Environment programme and to monitor compliance with regulations
- Undertake incident investigations and report findings to the Departmental Managers, the Site Director and the EHS Committee, identifying countermeasures to prevent reoccurrence.
- In liaison with the Emergency Services, to arrange regular Emergency Drills to enable the testing and review of the on-site Emergency Response Plan, and development and maintenance of the off-site Emergency Response Plan with the local Emergency Planning authority.
- Support the Safety & Environmental Advisor in the coordination of all required Health, Safety and Environmental training programmes for relevant site personnel, including Process Safety training.
- To support and advise site management in departmental risk assessment programmes.
- To ensure site fire risk assessments are up to date and necessary control measures are implemented, monitored and reviewed.
- Coordinate and lead the site EHS committee activities.
- To advise management on measures needed to comply with current and forthcoming Health and Safety and Environmental legislation.
- Fulfil Corporate and mandatory reporting obligations for Health, Safety and Environmental information.
- Technical
- To advise the Site Leadership and Management Team on Process Safety Management, occupational health & safety, environmental, security issues.
- To contribute to the executive decision-making processes to ensure a commitment to achieve progressively higher standards within the company and move it towards being the best in its field of activities, and to be an agent for improvement and change across all its functions and at all levels.
- To be the focal point for liaison with all regulatory bodies responsible for enforcing health, safety and environmental legislation, and quality assurance issues.
- To promote a positive climate in which health, safety, environmental and quality assurance is seen by management, employees, neighbours, customers and other off-site agencies as being fundamental to the company’s day‑to‑day operations.
- To ensure that policies, programmes, systems, procedures and registrations are developed and maintained to meet company and regulatory health, safety environmental and quality assurance requirements.
- To assist in identifying, planning and arranging any necessary health, safety, environmental and quality assurance training for employees.
- To ensure current awareness with relevant health, safety and environmental issues is maintained though liaison with the Chemical Industries Association and other organisations.
- To manage the Compliance department and ensure that it runs efficiently and cost effectively within the departmental budget, and to assist in reducing operating costs.
- To undertake other duties as may be required.

- To take responsibility for own learning and development in the spirit of continuous improvement of both self and the business, for example attending meetings, workshops, training, and seminars for the purpose of conveying and/or gathering information on safety and environmental standards
