Job Summary

Defence Science and Technology (DST) is a part of MOD directs Defence’s S&T policy, strategy and activities on behalf of Defence’s Chief Scientific Adviser. Our purpose is to maximise the impact of S&T for Defence and Security of the UK.

We commission a large S&T research portfolio, advise on and cohere S&T activities across Defence, lead S&T policy making and strategic cross-government, national and international collaboration and ensure that the totality of Defence’s S&T activity has the intended strategic impact. S&T is a key contributor to understanding our adversaries, overseas operations, the nuclear deterrence, homeland security, development of new, winning capabilities, and identification of alternative solutions to strategic Defence challenges.

The Portfolio Analyst will work within the Portfolio Management team as part of Commissioning and is responsible for the oversight of a collection of programmes that contribute to the delivery of Defence S&T Strategic Objectives. They will focus primarily on providing insight, information and support to portfolio delivery that strengthens portfolio governance and enables prioritisation decisions. Ultimately, analysts help ensure optimal delivery of S&T Strategic Objectives in line with Government priorities through the analysis of a range of information sources and engagement with portfolio and programme management and stakeholders and converting this into informed insights using appropriate reporting and visualisation methods.

This position is advertised at 37 hours per week.

Job Description

  • Coordination of data and information through multiple information management systems and business relationships.
  • Analysis of portfolio performance to support the operation and decision making within the S&T Portfolio Function—and more widely.
  • Development, operation and maintenance of business systems (eg databases and dashboards) necessary to manage information and control workflow within the S&T Portfolio Function.
  • Oversight and provision of a secretariat function for governance boards.
  • Maintain and track interdependencies across the portfolio.

Person specification

This role is suitable for an individual who has worked in a project or programme management office with experience of planning, governance and risk or has experience of managing a project, programme or strand of activity.

This role would also be suitable for an individual with appropriate skills gained in a non-project environment, for example in areas such as planning, resourcing, risk and governance or analytical skills in another profession or area of work.

The job is based at a Dstl site, within an office-based environment. Depending on security classification, a proportion of the work could be undertaken while homeworking. There will be some travel required to other MOD or Government establishments (including Whitehall, front line commands etc.) and to S&T delivery organisations(including Dstl sites).

Where business needs allow, some roles may be suitable for a combination of office and home-based working. This is a non-contractual arrangement where all office-based employees will be expected to spend a minimum of 60% of their working time in office, subject to capacity and any required workplace adjustments. Requirements to attend other locations for official business, or work in another MOD office, will also count towards this level of attendance.
