Job Summary
Major Programme & Project Delivery (MPP) is accountable and responsible for the delivery of infrastructure capital projects (excluding Minor New Works) to support the Front Line Commands (FLCs) in the UK and overseas. MPP provides infrastructure project delivery and expert input to the early development of programmes and projects across the FLCs. MPP has adopted the principles of Portfolio, Programme and Project Management (P3M) and champions them across DIO. MPP also directs and advises DE&S on all infrastructure aspects of hybrid projects, including nuclear. MPP operates through a geographically dispersed organisation and is organised in 5 command facing infrastructure delivery areas and the Delivery Continuity Team supported by a Strategic MPP Portfolio Office (PfO). Each Delivery area is supported by a dedicated PMO that provides functional support and advice to delivery as well as reporting and MI to support decision making and risk mitigation. These PMOs also work across MPP and with the PfO to ensure consistency in approaches, effective sharing of best practice and provide input into MPP level reporting and business insight.
As the MOD’s infrastructure expert DIO has a significant role to provide defence-wide, advice, guidance and delivery of strategic estates management, strategic asset management, disposals and acquisitions and major programme and project delivery as well as the management and leadership of the supply chain.
The continuous at sea deterrent is strategically critical output for UK Defence and the infrastructure that supports the current capability, and wider submarine operations, in preparation for future capability requires significant investment.
DIO Nuclear Infrastructure Directorate provides a mission aligned infrastructure service to the CASD, providing major capital programme delivery, estates and infrastructure services to our Front-Line Commands and Agencies. The directorate is responsible for the delivery of the existing demand, the development of the next demand and the planning of future demands alongside our Royal Navy, Submarine Delivery Agency and Defence Nuclear Organisation sponsors.

- Programme Euston: a complex engineering and construction project to ensure readiness for the Submarine Flotilla’s newest addition, Dreadnought class submarines.

- Support the PM in the management and administration of the contract.
- Support the PM to manage financial performance of projects to control expenditure against approved project budgets.
- Support the PM in undertaking project assurance and gateway reviews across the portfolio at key stages to evaluate progress, compliance, and probability of delivery to provide confidence to senior management, customers, and key stakeholders.
- Accountable for complying with all agreed Client processes and operating procedures and particularly those which are detailed under key infrastructure process.
- Monitors the performance of the organisation, technical support providers and supply chain, in terms of meeting their contractual obligations.
- Maintains productive relationships with the supply chain throughout the execution of the contract.
- Review and critique duration and cost estimates for the activities (reviewing and updating these at relevant points) and identifies critical dates relevant to the events.
- Monitors financial performance throughout the project and prepares reports for stakeholders in line with organisational requirements. Obtains estimates for the costs of activities, events and overheads.
- Applies metrics to identify cost trends and to update estimates of final costs.
- Reviews proposed changes and determines their high-level impact, requesting further information or clarification where necessary.
- Assesses all options relating to the proposed changes and estimates their impacts.
- Support the PM in the management and administration of the contract.

- Candidates will have project management experience within an estates/construction/engineering/technology industry delivering projects
- A capable leader and a good communicator with strong stakeholder management and supplier management experience.
- Experience of building and maintaining positive relations and networks with internal and external stakeholders, partners and colleagues.
- Experience of working on projects within a highly regulated sector such as Nuclear
- Proven project management experience within an estates/construction/engineering/technology industry delivering major programmes and projects to a high standard.
- Proven experience delivering construction projects in a client’s representative role and have some background in construction consultancy and/or working for a construction contractor.
- Experience of RIBA Plan of Work project lifecycle stages and associated governance.
- Experience of using NEC forms of contract, particularly the Engineering & Construction Contract.
