Job Introduction

We are looking for an experienced Fidelity and Compliance Officer to join our Employment Support Delivery Team at the West Midlands Combined Authority (WMCA).

This is a high-profile, visible role where you’ll be key to ensuring the quality and fidelity of our Supported Employment programmes, including IPS (Individual Placement and Support) and SEQF (Supported Employment Quality Framework) models.

Working closely with delivery partners, service providers, and local authorities, you’ll lead on designing and implementing robust systems, conducting on-site reviews, and driving continuous improvement across the region.

You’ll be out in the region, visiting delivery sites, working alongside partners, conducting fidelity reviews, and supporting teams to improve. Your insight will directly shape how services are delivered and ensure public funding creates real, lasting impact.

What you will be doing.

  • Designing and embedding new fidelity and compliance systems across our Supported Employment programme
  • Conducting regular on-site reviews and visits to monitor fidelity and service quality across multiple delivery partners
  • Developing and tracking action plans for continuous improvement
  • Aligning processes with Local Authority partners and WMCA data/reporting mechanisms
  • Leading feedback sessions, sharing insights, and escalating risks where necessary
  • Acting as the lead point of contact for fidelity queries
  • Presenting findings to senior stakeholders, delivery teams, and external partners
  • Supporting training delivery, workshops, and facilitating WMCA’s Communities of Practice

What’s essential.

  • In-depth experience of IPS or SEQF Supported Employment models
  • Experience delivering fidelity reviews and influencing service improvements
  • Strong stakeholder engagement skills with the ability to lead conversations and challenge constructively
  • A proactive and organised approach to process design and compliance monitoring
  • Excellent observational, analytical, and communication skills
  • Confidence in managing site-based work and travel within the West Midlands
  • A commitment to high standards, continuous improvement, and professional integrity
  • Proficiency in Microsoft Teams and collaborative working tools

Location.

The location for this role is Summer Lane with at least 3 days a week spent in the office.
