The Develop Directorate leads the development of all Navy Command future capability and acts as the platform for the through-life capability sponsorship. The Directorate is responsible for developing the Maritime Capability to meet the changing and future demands of our operational commitments, as outlined within Defence Plan, Transformation Plan and Navy Command Plan, by delivering a more agile and adaptable military capability.
Through the development of future concepts, Develop also leads future thinking beyond these headmarks and seeks to harness DSTL research to exploit the novel, affordable, battle-winning technologies of tomorrow and houses the NavyX Team which is driving innovation throughout the Service. It also leads NCHQ’s Strategic and Maritime Force Development activity, collaborating with US and NATO allies on international capability development.
The successful candidate will be working in a fast paced, agile environment and will need to have a flexible approach to enable rapid delivery to respond to priorities as they emerge. Regular, but local, travel between NCHQ and other Defence sites is required for this role.

This new role sits within the C5ISR and Digital Development Team under Director Develop. The Digital and C5ISR team delivers capability planning and through life sponsorship of Command, Control, Communications, Computers, Cyber (C5) capabilities as well as the digital integration of Intelligence, Surveillance & Reconnaissance (ISR) platforms.
Strike Net is a major Programme being developed through to Full Business case with an enduring research element by the Digital and C5ISR Team. Strike Net will provide the means for networking platforms (crewed and uncrewed) across the battlespace to enable effective sharing of sense, decide and effect capabilities across a disaggregated force operating in a contested electromagnetic environment. Consisting of a combination of hardware and software at the core of Strike Net are four major themes: Peer to peer networking across platforms, common standards and data architecture, a design authority and sharing of combat system and other tactical data across multiple systems and nations.
Strike Net is explicitly detailed as a priority within the RN Command Plan and will enable the Maritime Operating Concept (MarOpC) and a number of Cat A programmes have dependencies directly on Strike Net.

- Act as overarching technical lead and technical Subject Matter Expert (SME) for the Strike Net Programme.
- Lead and direct the combat system and comms engineering sub teams. This includes functions delivered by Strike Net Design Authority.
- Lead the UK engineering effort into development of common standards and architectures including representation on STANAG 4817 development panels.
- Create a roadmap for Strike Net experimentation and capability development, make the case for the required resources including lead for Strike Net related AUKUS activity.
- Contribute to maritime capability development as a member of the Digital and C5ISR Capability Planning Group, and through contribution to the Capability Management Plan to ensure the inclusion and prioritisation of the key enabling capabilities. Engage with internal stakeholders as required.
- Support and contribute to required business processes, administration and risk management required to support routine reporting within the HQ and Research, Development and Experimentation bids.
