We're looking for a talented and motivated individual to lead the Avon and Somerset Local Resilience Forum (ASLRF) Secretariat. This is your chance to play a key role in shaping multi-agency partnerships and enhancing community resilience in the face of emergencies.

Avon and Somerset Local Resilience Forum (ASLRF) is a multi-agency partnership of emergency responders covering the Avon and Somerset area. Together, we plan and prepare for a range of emergencies and support the communities of Avon and Somerset to prepare for and to become more resilient to emergencies. As a partnership, we face a range of risks and threats including flooding, transport accidents, industrial hazards, and terrorism which we actively plan and prepare for.

Through our work, we help communities strengthen their resilience and readiness for whatever may come.

In This Role Your Main Responsibilities Will Be

  • To manage the planning of multi-agency responses to serious untoward incidents and events, such as major incidents, ensuring strategic planning and effective coherent and integrated plans are developed and maintained.
  • To lead and manage the preparation of plans ensuring they meet the statutory duties of all agencies involved in the ASLRF.
  • To identify developments in legislation, directives, regulations and emergency planning ensuring that both strategic and tactical plans are fit for purpose.
  • Build and maintain effective relationships with ASLRF partners, the Cabinet Office, the Ministry of Communities, Housing and Local Government and other LRF co-ordinators to develop coherent and consistent approaches to the delivery of requirements placed on LRFs, to emerging issues and to 'cross border' risks.
  • To provide briefings to the Chair, Executives and business Management groups on current and emerging issues that are affecting or likely to affect the ASLRF providing recommendations for areas of change and development
  • To provide written reports relating to ASLRF activities, programmes and projects ensuring that key stakeholders are informed and that quality assurance is maintained.
  • As appropriate, to manage and co-ordinate LRF meetings and related activities ensuring national best practice is followed.
  • Develop and co-ordinate a programme of collaborative projects within the LRF, in accordance with project and programme management methodologies, and process improvement techniques, ensuring consistency of approach whilst recognising the variable needs of individual projects.
  • To manage and direct the secretariat staff, ensuring all work, professional development and welfare matters are addressed.

Skills, Experience And Qualifications Required

  • Educated to degree level or equivalent and with relevant work experience in working in emergency planning.
  • Significant recent experience and expert knowledge of contingency planning including the Civil Contingencies Act 2004.
  • Demonstrable experience of preparing and delivering emergency and continuity plans, training and exercises to mitigate complex risks and develop response and recovery capability.
  • Experience and understanding of the principles and processes of business continuity management.
  • The post holder must be able to communicate effectively at all levels and manage their own workload effectively.
  • Previous experience of negotiating and influencing others.
  • Previous experience of project management experience as well as the ability to research, analyse and write reports.
  • Previous experience of managing/supervising a team of people including work allocation and welfare matters.
  • The post holder must have previous budget management experience.

Additional Information

The successful candidate must hold a driving licence or be able to travel around the force area using alternative transport.

To be eligible to apply for this role you must have a 3 year ‘checkable history’ in the UK – ideally this means that you would have been resident in the UK for the last 3 years.
