Date: 1 day ago
City: Selby, England
Contract type: Full time
Your mission

As a Quantity Surveyor (m/f/d) at Power Minerals Limited, you will play a key role in managing the commercial aspects of the Drax Beneficiation Pulverised Fuel Ash (PFA) Project — a joint venture aimed at transforming legacy ash into low-carbon cementitious materials.

In this position, you will focus on procurement, tendering, cost management, and the administration of NEC4 contracts (including ECC Options A & C, PSC, Short Forms, TSC, and Supply Contracts). You will also support capital expenditure (CAPEX) planning, manage Applications for Payment (AFP), handle compensation events, and ensure full compliance with contractual and financial requirements.

This site-based role is part of a small project team and requires meticulous documentation, proactive risk management, and regular reporting to the Senior Construction Manager.

Your key responsibilities will include:

  • Prepare, manage, and oversee NEC4 contracts (ECC Option A, PSC, Short Forms, TSC), ensuring full compliance with all commercial and contractual obligations.
  • Lead the end-to-end procurement and tendering process, including documentation, bid evaluation, and contract awards in alignment with NEC4 frameworks.
  • Monitor and manage early warnings by identifying risks early and implementing appropriate mitigation strategies.
  • Maintain a detailed costed risk register, integrating identified risks into budgeting and project forecasting.
  • Review and process Applications for Payment (AFPs), ensuring they align with contractual terms and project milestones.
  • Assess, document, and negotiate compensation events in accordance with NEC4 provisions.
  • In collaboration with the Head of Finance and Project Development, manage CAPEX budgets, ensuring accurate forecasting, cost control, and compliance with financial objectives.
  • Generate regular cost reports, valuations, and payment certifications in a timely and precise manner.
  • Address and resolve commercial issues; escalate complex matters to the Senior Construction Manager as needed.
  • Coordinate effectively with contractors, the Joint Venture Partner (Drax), and key stakeholders to ensure smooth project delivery.
  • Provide support during pre-construction phases, including cost planning, early works procurement, and design development.
  • Maintain accurate and complete records of all commercial activities, including early warnings, risk logs, AFPs, and compensation events, with regular internal reporting.
  • Ensure adherence to CDM (Construction Design and Management) regulations and support both sectional and final handovers.
  • Carry out additional contract-related duties as assigned by the Senior Construction Manager.

Your profile

We are looking for a candidate with:

  • A bachelor's degree (or higher) in Quantity Surveying is essential.
  • Strong expertise in NEC4 contract structures, including practical experience with procurement, tendering, and contract administration across NEC4 frameworks.
  • Demonstrated experience managing early warnings, maintaining costed risk registers, handling Applications for Payment (AFPs), negotiating compensation events, and resolving commercial disputes.
  • Proven ability to manage budgets effectively and provide accurate cost forecasting.
  • Proficiency in using MS Project and FastDraft (or comparable tools) for contract and cost control.
  • Excellent analytical and communication skills, along with a strong focus on precise and consistent record-keeping.
  • A team-oriented mindset with the capability to work independently and take ownership of tasks with minimal supervision.
  • Willingness to travel within the UK and occasionally internationally, as project needs require.
  • Experience working in either client-side or contractor environments, with the ability to engage and manage a broad range of stakeholders.

Ideally, you will also have

  • Experience working on EPC (Engineering, Procurement, Construction) projects, particularly within industrial manufacturing or comparable sectors.
  • Familiarity with Joint Venture project structures and collaboration with JV partners.
  • A background in cost management for early works packages, design-phase procurement, or capital-intensive (CAPEX) projects.

Why us?
  • The opportunity to contribute directly to a high-impact, long-term industrial project with international relevance.
  • A technically challenging role that allows you to apply and expand your expertise in NEC4 contract management and commercial project delivery.
  • A supportive, team-oriented environment with clear responsibility and visibility within a dynamic joint venture.
  • This position is ideal for a detail-driven and commercially minded professional who thrives in a fast-paced project environment and is committed to operational excellence.
  • As Quantity Surveyor, you will play a vital role in ensuring contractual compliance, managing project costs, and supporting the successful execution of a landmark sustainable construction initiative at the Drax site and beyond.
