What you'll be doing


The Head of Submissions Manager is primarily responsible for managing, co-ordinating, developing and writing proposals in support of Balfour Beatty’s growth goals.

Reporting directly to the Central Rail Bid Team Director, leading the work winning team and working closely with other members of the senior leadership team whilst attending SLT meetings and discussions, capture/business owners, other bid and proposal managers, engineers, coordinators and operations staff.

The Head of Submissions Manager oversees all activities from inception to submission, including managing bid and proposal schedules and deadlines, developing proposal outlines and compliance matrices, writing and editorial of content, and monitoring the progress of the submissions.

Key responsibilities will include:

  • Delivering compliant, professionally produced, industry leading work winning submissions within defined timeframes.
  • Direct the creation and review of submission outlines that will be used as a key document design and control medium.
  • Leading and participating in collaborative sessions to refine win strategy, competitive assessments, and customer pain points or hot buttons.
  • Assisting in the analysis and solicitation requirements against proposal outlines to ensure compliance and responsiveness to the customer's issues and needs
  • Developing and conducting “all colour” reviews and follow up for internal evaluation of the technical, management, and overall proposal approaches
  • Developing a graphics capability within the team to help the production of high-quality material / submissions.
  • Leading succession planning and development for the proposals team

Who we're looking for


The following qualities and experience are required to fulfil the requirements of the role:

  • Extensive experience writing winning differentiated bid/proposals
  • Strong business acumen, with willingness and ability to learn additional skills
  • Proposal Repository Management experience including Teams, SharePoint and Power BI (preferable)
  • Ability to support on-site proposal responses as required
  • Plans and organises resources to safely achieve maximum efficiency and output. Delivers results consistently. Identifies and implements opportunities to increase sales and profit or reduce costs
  • Superior organisational skills, with special attention to detail, and time management skills
  • Strong interpersonal skills and the ability to interface with all levels of management; ability to project a confident leadership image to peers, subordinates and executive management.
  • Ability to prioritise and manage several projects simultaneously: able to be hands-on as well as strategic
  • Must work well under pressure; demonstrated ability to multi-task, work in a fast-paced environment and meet deadlines
  • Hold qualifications in degree level or above (management/leadership qualification preferred)
